Meeting Minutes

NOTES FROM MEETING NO. 1 WITH NANAKULI (HELELUA-HAKIMO) WORKING GROUP

The meeting was held Wednesday, November 20, 2000 at 7:00 PM at the AC Room, Nanakuli High School. Thirteen community members attended this meeting. David Bills of Gray, Hong, Bills and Hilarie Keehne of Townscape, Inc represented the City's planning team.

  1. General Issues
    1. All emergency routes should be available for public transportation (city buses). The group agreed that this was important.
    2. Private landowner liability is an important issue. The city, state, other agency needs to assume responsibility for access use during emergencies.
    3. Police cooperation is essential to move traffic in emergency situations. Community agreed that local police, ambulance, medical examiner and traffic controller all need to be included in the plan. David explained that an operational plan for using the access route system is a part of the study.
    4. Operation of the system will take community input into consideration. Should the access way be open or locked? When should it be utilized? The community will help develop criteria and operations
  2. Discussion of Specific Routes (generally moving north to south)
    1. Helelua - access through the existing park owned by the community association is an alternative that needs analysis.
    2. The access through parklands would probably be emergency only access to maintain the park's integrity.
    3. Property owners near access routes need notification as soon as possible. Near Helelua, the Nakatani and Aki properties may be planned for development of kupuna housing.
    4. Access near the canal is another alternative. The area below Helelua Place was once used for travel according to Uncle Gabe.
    5. Helelua to Haleakala Ave. - Trucks will not be able to make the turn at Haleakala near the church. Will people be will be displaced from their homes?
      1. This issue will be discussed in more detail at the Nanakuli Homestead Meeting next week. David will provide detailed exhibits of this area.
    6. The Nanakuli Ranch Road, listed on maps as alternative A, is not feasible. Community members with experience in the area strongly believe it is waste of money, bad area, and prone to wash out during heavy rains. This alternative was removed from further discussion as a possible route.
    7. The property near 1st Road was given to the church for their parking area.
    8. The participants agreed that 1st, 2nd or 3rd Road would be acceptable for connections, 1st Road being the most desirable.
    9. Uncle Gabe Kila also made several suggestions for the Hakimo area access routes.
      1. Dave Bills will follow up with Uncle Gabe.
    10. What about the area of Farrington Hwy. before Piliokahi Avenue - this area is out of the projects scope and there are no planned alternatives for this area.
    11. What is the status of an emergency route through Pohakea Pass?
      1. Consultants will check on the status of OMPO and state analysis of this alternative.
    12. Wai`anae Road is outside of the "safety zone" of the military ammunition areas. Why can't the Navy allow access using this road? This road connects to Lualualei Road and would have the least impact.
      1. Consultants will investigate this option.

Next Meeting of the Nanakuli (Helelua-Hakimo) Working Group: Monday, December 18th at 7:00 PM, same location.

NOTES FROM MEETING NO. 1 WITH NANAKULI HOMESTEAD ASSOCIATION

The meeting was held on Tuesday, November 28, 2000 at 7:00 PM at Nanaikapono School. This meeting was a regular monthly meeting of the Association. Approximately 80 community members attended this meeting; about 60 signed in. The City's planning team was represented by David Bills of Gray, Hong, Bills and Bruce Tsuchida of Townscape, Inc.

As there were several other items on the agenda, the presentation on the Emergency Routes Project was only given about 30 minutes, and thus was general in nature. There was no opportunity to discuss specific streets and emergency routes. There were a number of questions and comments from the attendees, as follows:

  1. The project should not require "taking" of any homes.
  2. Why are these emergency routes going to be temporary roads and not permanent roads?
  3. Why pave these routes if they are going to be only for emergency use?
  4. Are these emergency routes going to be barricaded when not in use?
  5. What happens if a tidal wave hits the Wai`anae Coast?
  6. What is the timeline for the project?
  7. How much space will be needed for the proposed emergency route that goes through the church property?
  8. The road shown through the ranch will go through swamp land.
  9. What about the second highway over the saddleback?
  10. Please provide maps to everyone.
  11. The BWS waterline project will severely impact the community - Nanakuli Ave. will be torn up for years. What kind of additional impact will there be from these proposed emergency road routes?

The community is willing to listen and review and discuss. The overall concern here is that the entire Wai`anae Coast will have to use the Nanakuli emergency routes if/when there is a blockage on Farrington Hwy in Nanakuli.

A workshop on emergency routes in Nanakuli will be scheduled in the near future.

NOTES FROM MEETING NO. 2 WITH NANAKULI (HELELUA-HAKIMO) SUB-DISTRICT

The meeting was held Thursday, December 18, 2000 at 7:00 PM at the Nanakuli High School AC Room. A handful of community members attended this meeting. David Bills of Gray, Hong, Bills and Hilarie Keehne of Townscape, Inc represented the City's planning team.

  1. General Issues - Community response
    1. Primary emphasis of the emergency access roads is for accidents and infrastructure interruptions.
    2. The planning team continues to work on arranging a work session/meeting with the Nanakuli Hawaiian Homestead Association. The project was presented and discussed at the last Homestead meeting in November. The consultants will maintain contact with President Kanahele about this meeting.
  2. Discussion of Specific Routes (generally moving north to south)
    1. Representative Mike Kahikina expressed that there is no support for access through the church area (Door of Faith).
    2. Suggested an alternate route along the makai side of Farrington Hwy, past the railroad tracks from Piliokahi till Lualualei Naval Road.
      1. Only for emergency access but will not help with high tide/rough surf situations.
      2. With the "Makai road" what will control "hot rods", loitering, and dumping?
      3. After a short discussion of alternatives the participants decided that this route would be officially added as an access road alternative. David Bills will research both the church route and the makai route alternatives.
    3. Other routes discussed at the first meeting will remain as alternatives during this research and feasibility study phase.
  3. Next Meeting
    The Nanakuli (Helelua-Hakimo) Sub-district does not require a third meeting in this phase. Community members will be informed of the next General Public Meeting possibly planned for the end of January.
