1st Meeting: NOVEMBER 2, 2000 7:00

WAIANAE DISTRICT PARK-MULTI-PURPOSE ROOM
The sub district group convened
as a part of the first General Meeting regarding the WaianaeCoast Emergency
Access Road Project. The purpose of the sub district meeting was toestablish
logistical and administrative issues for future sub district meetings. The
followinginformation was generally agreed upon:
- Calendar date for future sub districtmeetings:
First Thursday of the Month
- First Subdistrict Meeting: December
7, 2000
- Location: Waianae Library ( 7:00
PM assumed )
Best Method to Provide CommunityNotification:
- Flyers to all school administrators for
distribution to students to be delivered to parents.
- Notification in Midweek .
- Notification in Midweek insert regarding
Governmental publications.
- Flyers posted at local commercial establishments
including Tamura's, Long's, all 7-11's,etc.
- Flyers posted at community religious facilities
- E-mail notification (dependent on community
members providing e-mail address)
(It was confirmed that Notification responsibilities
were placed on the City's consultant team)
Additional Information:
The Sub district participants quickly established
the preceding logistical and administrativeobjectives of the 1st GeneralMeeting
regarding the project. Based on the fact that other Subdistrict organizational
discussions were still ongoing, the Lualualei-Maili Sub district wished to
devote time and effort to actual sub-district issues. The following conclusions
were reached:
- The Paheehee Road connector to Waianae
Valley Road should run only to Kuwale Road.
- Further this road should be gated, or
equal and only used at emergency periods. ThisRoad if permanently open would
become a source of dumping.
- Due to the fact that the Emergency Access
Road should be able to carry City busvehicles, it was agreed to that an all
weather pavement (AC) was appropriate.
- There is a small connector from Hakimo
Road to Lualualei Magazine Road at the KolokolePass call-out on the Sub-District
Plan. This Road should be deleted.
- The connector Road from Hakimo Road to
Lualualei Magazine Road should be Open 24hours a day and be an AC roadway.
NOTES FROM MEETING NO. 2 WITH LUALUALEI
WORKING GROUP
The meeting was held Thursday, December 7,
2000 at 7:00 PM at the Wai`anae PublicLibrary. Ten community members attended
this meeting. David Bills of Gray, Hong, Bills andHilarie Keehne of Townscape,
Inc represented the City's planning team.
- General Issues - Community response
- David Bills presented updates on other
ahupua`a sub-district meetings
- Access routes should accommodate public
transportation
- What is the minimum required widthfor
traffic lanes and also SAFE? 20', 22', or 24'?
- David announced that a website will
provide information beginning next week at:www.wcear.org
- Discussion of Specific Routes
(generally moving north to south)
- Only a small connection is necessary
to provide access from Wai`anae Valley Roadto Lualualei Road
. Nevertheless, this alternative still places the ultimate decision foraccess
with the Navy. Residents need their own access and control.
- Access through the military areas is
at the discretion of the commanding officer basedon the critical nature of
the emergency. Kolekole Pass is not feasible as a reliableemergency access
alternative.
- Check with the Wai`anae Ahupua`a if
the route from Wai`anae Valley Road toKuwale Rd. may bereturned
to the map as an alternative. The Wai`anae Ahupua`asub-districtfelt that
the Pahe`ehe`e alternative should not be further consideredbecauseof the
existing connection through Mill St. Consultants will check with theWai`anae
group about reconsidering just the very small section of road necessarybetween
Wai`anae Valley Rd. and Kuwale. Lualualei participants were concernedabout
tsunami effects reaching Mill St. due to the disrepair of the breakwater.
- The Kaukama Road access
route should be placed back on the alternative map
- All community participants agreed that
other Lualualei Sub-district proposed routesare favorable.
- Operational Concepts-
the group was prepared to discuss and suggest options forsystems.
- Possible options for operations inemergency
road situations include:
- Dedicated radio station frequency for
emergency updates.
- Information recordings provided onphone
call in lines.
- Lighted Signs with information
- Could these activities be coordinated
with existing Department of TransportationControl Stations?
- David will research these ideas asthe
route selection planning process is completed.
The Lualualei Sub-district decided that they
do not require a second meeting. Communitymembers will be informed of the
next General Public Meeting possibly planned for February.
